If people decide to break the law (where applicable) and put a fake sticker on their brain bucket, isn't that their problem and no one else's?

I don't think DOT is doing this because consumers are using DOT stickers on non certified DOT helmets. I think they are trying to keep manufactures of helmets or helmets that have not passed standards to use such stickers.
